Abstract

This report includes the analysis and the comparison of the conclusions obtained by the International Atomic Energy Agency, IAEA, to undertake the Integrated Regulatory Review Service, the so-called IRRS missions, to the Spanish nuclear regulatory framework, that took place in 2008 and 2018. Their strategic design provides an opportunity for the host country and peer review team members to share experiences regarding technical and policy matters. In this sense the evaluation is focused on both the Government policies and the nuclear regulatory body practices.

The contrast of the conclusions, obtained a decade apart, has allowed the identification of several methodological and analytical lessons learned that can be very useful, not only at the national level, but also in the international domain to compare the missions results. In addition, the ratio of policy, strategy, organization or management matters, cross-cutting issues related to the technical recommendations and suggestions were identified in order to determine the improvements achieved and the remaining weaknesses in the Spanish regulatory infrastructure.
